Bill Kissane was born in the Republic of Ireland and was educated at Trinity College Dublin (BA MA) and the ÐÓ°ÉÂÛ̳ (MSc PhD). He has been teaching full-time in the Government Department of the ÐÓ°ÉÂÛ̳ since 1998.
